About the Program

Inter-American Program on Education for Democratic Values and Practices

Adopted at the IV Inter-American Meeting of the Ministers of Education on August 12, 2005, the Inter-American Program on Education for Democratic Values and Practices aims to promote a democratic culture through education by encouraging research, professional development and educational resources, and information exchange throughout the Americas. The Inter-American Program supports and builds upon significant ongoing local, national and international efforts in formal and non-formal education for democracy.

The Inter-American Program on Education for Democratic Values and Practices has three components:

· Research and analysis on the promotion of a democratic culture through education, both formal and non-formal.

· Professional development and educational resources including pedagogic methodologies, curriculum, materials and techniques to assist in the teaching and learning of democratic values and practices, both in and outside of the school system.

· Cooperation and information exchange between different international, national, and local institutions and actors working at different levels in the field of formal and non-formal education for democratic values and practices.

About Us

Jorge Baxter, Education Specialist, Department of Education and Culture, Executive Secretariat of Integral Development, OAS

Jorge Baxter is an education specialist at the Organization of American States (OAS). Jorge coordinates the Inter-American Program on Education for Democratic Values and Practices, a hemispheric alliance of ministries of education, universities and civil society and private sector organizations working to promote a culture of democracy, peace, and human rights in both formal and non-formal education. Jorge is adjunct professor of international education policy at George Washington University . Jorge is currently pursuing his PHD in Education Policy at the University of Maryland . His research interests include the relationship between policy, practice, and research; student participation; and school culture. In his free time Jorge enjoys running, cooking, and playing music. jbaxter@oas.org

Adriana Cepeda Espinosa, Education Consultant, Department of Education and Culture, Executive Secretary of Integral Development, OAS 

Adriana Cepeda Espinosa is an education consultant at the Organization of American States (OAS). Adriana works on all three components of the Inter-American Program on Education for Democratic Values and Practices, conducting and promoting research, information exchange and professional development initiatives in the Americas . Before coming to the OAS, Adriana worked in the Citizenship Competencies Program at the Ministry of Education of her native Colombia . She has published and presented on citizenship education around the world. Her research interests include the prevention of violence and the state of citizenship education policies in the Americas . Adriana has written several film scripts and is working on her first poetry book. She also enjoys yoga, nature and unusual ways of seeing the world and our place in it. acepeda@oas.org 

Carla Jiménez, Education Consultant, Department of Education and Culture, Executive Secretary of Integral Development, OAS

Carla Jimenez is a consultant at Department of Education and Culture of the Organization of American States, coordinating the Professional Development component of the Inter-American Program on Education for Democratic Values and Practices and working closely with Young Scholars of the hemisphere. She also assists in the Distance course for educators: Education for Democratic Citizenship in the Caribbean .

Carla is currently finishing her MA in International Education from the School of International Training . Her favorite thing from Washington DC is the variety of exotic foods she can find. When she is not in DC, she likes going back home to Costa Rica . cjimenez@oas.org

Ana María Villena, Education Consultant, Department of Education and Culture, Executive Secretary of Integral Development, OAS

Ana Maria Villena is a consultant for the OAS. She has implemented projects on promotion of democratic values and practices and has also worked with the OAS in programs on strengthening of legislative institutions, and as an observer as part of electoral observation missions. Mrs. Villena is an Ecuadorian lawyer, and has obtained a Master of Laws Degree in International Legal Studies with concentration in International Human Rights Law at Georgetown University Law Center .  OESTCons3@oas.org

Dierdre Williams, Education Consultant, Department of Education and Culture, Executive Secretary of Integral Development, OAS

Dierdre Williams , a native of Trinidad and Tobago , is an Education Consultant with the Organization of American States (OAS). She serves as Project Manager for the “ Education for Democratic Citizenship in the Caribbean : A Distance Course for Educators” project, which forms part of the Inter-American Program on Education for Democratic Values and Practices. The project seeks to enhance the capacity of educators, in English-speaking Caribbean OAS Member States, to incorporate democratic values and practices in their classrooms. Dierdre is currently pursuing her Ph.D. in International Education Policy at the University of Maryland . Her research interests include exploring the best approaches to educating for democracy and social justice, particularly within the context of Caribbean nations and monitoring and evaluation of the impacts of education policy relating to democracy and social justice. Dierdre is obsessed with jazz and world music and aspires to experience as many different cultures as one can in a lifetime. dwillia3@umd.edu

Lenore Yaffee Garcia , Director, Department of Education and Culture, Executive Secretary of Integral Development, OAS

Lenore Yaffee Garcia is Director of the OAS Department of Education and Culture, which promotes policy dialogue and technical cooperation among the Organization's 34 member states in the fields of education and culture. Previously, at the U.S. Department of Education, she held positions including Director of International Affairs and senior policy analyst responsible for evaluating the success of federal education programs. In 2004, as a fellow of the American Fellows program, she worked in the Ministry of Education of Chile as part of the Technical Secretariat of the National Commission on Citizenship Formation. A former Fulbright grantee in Quito , Ecuador , Ms. Garcia has worked as an educator and program administrator in Colombia and the United States and holds degrees in political science ( University of Pennsylvania ), Latin American studies ( Georgetown ) and economics ( Delaware ).

Pablo Zúñiga, Senior Specialist, OAS Department for State Modernization and Governance, Secretariat for Political Affairs

United States citizen. Lawyer. Bachelor's Degree in Economics from the University of Maryland (1983) and Juris Doctor from the University of Baltimore (1986). Currently holds the position of Senior Specialist in the Department for State Modernization and Governance (DMEG), within the Secretariat for Political Affairs of the General Secretariat of the Organization of American States (OAS). He coordinates the Section for the Development of Public Administration, promoting democratic values and practices in governance. He has also directed programs aimed at fostering a democratic culture through formal and non formal education, specifically through national and regional training programs for young leaders on Democratic Institutions, Values and Practices, electoral observation missions with university students, as well as support to the Ministries of Education , and the Inter-American Program on Education for Democratic Values and Practices. His previous assignments at the OAS include: Coordinator at headquarters of the OAS International Civilian Mission in Haiti (MICIVIH) (1993-1997); Specialist in the Office of the Assistant Secretary for Management (1992-1995); and legal consultant in the Department of General Legal Services (1990-1991). Mr. Zúñiga has also served as adjunct professor at Trinity College in Washington , D.C. , where he has taught classes on Current Issues in the Americas . pzuniga@oas.org
